In 2011, a new two-stage trigger system was introduced called HACT (Howa Actuator Controlled Trigger). The safety device is a relatively primitive design that locks the trigger, but it uses a US patented three-position system that has a safe position in which only the trigger is locked and a safe position in which the bolt is locked at the same time as the trigger.

The internal magazine can hold 3-5 rounds, which can be loaded through an open bolt, similar to the Type 38 infantry rifle. For models sold overseas, there is an option for a detachable box magazine system for the Model 1500. These magazines are available in 5 and 10 rounds.
